I followed all the suggestions by expert Max3j -- turn off all save power features of [not just] USB, but all other power saving features. I'm having the same problem with the mouse cursor freezing several times a day. A hard shut-down and power-on is the only thing that gets the computer operational. I reviewed/refreshed all the drivers listed in the post below, including the Intel graphics driver, but the problem continues.

And after few minutes it starts working like normal. In my opinion, if the mouse driver does not fubctuion correctly, locate the control panel device manager and downgrade or revert the driver just to see if the mouse works better or worse. The point is, these devices are constantly being updated and are not throughtly tested before being released to the public.
